Overman Calls on Florida Leaders to Reject Election‑Year Congressional Redistricting and Defend Fair Representation.

TAMPA, FL — Kimberly Overman, Democratic candidate for Congress, today called on Florida House and Senate leaders to oppose any effort to redraw Florida’s congressional maps during an election year, warning that mid‑cycle redistricting creates confusion for voters and weakens accountability.

Florida lawmakers are considering congressional redistricting during a special session — a move that would significantly restructure representation across Central Florida and the Tampa Bay region.

“Floridians deserve elections with clear rules and stable districts,” Overman said. “Changing congressional lines in the middle of an election year makes it harder for voters to know who represents them, how to access constituent services, and how to hold leadership accountable.”

Overman also raised concerns that voter‑approved Fair Districts protections are at risk of being ignored in the current process.

“Voters passed Fair Districts to stop politicians from manipulating maps for political gain,” Overman said. “Any attempt to sidestep those protections disrespects the will of the people and undermines trust in our democracy.”

What the Proposed Map Would Change for Local Representation

Under the proposed congressional map under consideration, representation in the Tampa Bay region would change markedly:

  • District 14 would become an entirely Hillsborough County district, consolidating representation for some voters while shifting other Hillsborough residents into multi‑county districts.

  • District 15 would expand into a four‑county district — Citrus, Hernando, Hillsborough, and Pasco — dramatically increasing its geographic size and diversity. Hillsborough voters would represent only a portion of the district, sharing representation with rural and exurban counties with different needs and priorities.

  • District 12 would combine Hillsborough and Pasco counties, reducing the ability of either county to speak with a unified voice in Congress.

  • District 13 would become overwhelmingly Pinellas County, with only a small portion of Pasco County included, limiting the influence of Pasco voters in a Pinellas‑dominated district.

Summary: What This Means for Voters

Hillsborough County would be split across three congressional districts, rather than being primarily unified.

Pasco County would also be divided among multiple districts, fragmenting local representation.

Only one district would remain fully county‑based. Larger, more complex multi‑county districts would make representation less direct and less accessible — all proposed during an active election cycle.

“Representation works best when communities are kept together and voters clearly understand who speaks for them in Washington,” Overman said. “Election‑year redistricting does the opposite.”
